Packaging Guidelines / Users & Groups

Hi,
the wiki-based packaging guidelines note that users or groups created by
a package should not be removed [1]. This has been omitted from the
current guidelines [2]. Is that deliberate (i.e. this rule no longer
stands) or an oversight?
