Thank you for pointing this out. Looking at the initial conversion of that page from the wiki into git (commit8a2c101fb5677dca34e764208893b34daee753bc from 2018-09-21 , that admon block simply isn't there. I do not know why, as it seems to have been in the wiki page source at the time (added in 2013). It is certainly still true that no package may ever remove a user or group from the system.
