I bring up items about the RHEL toolchain to explain the history behind
a practice, which may tie in with discovering how it something works
better or different in XMLS DocBook.  The internal toolchain is very
different from the one we are using in FDP.

Point of fact, this project may define the future of the RHEL toolchain,
in much the same way that Fedora Core influences RHEL.  This explains
some of why I personally am wrestling with these issues, I'll be working
with the decisions we make now for years to come. :)
