We may not want the &BUG-NUM; entity to show the full URL if it's one of those horrendously long, page-wrapping bugzilla URLs. If that's indeed the case, we may want the entity to contain a complete ulink element with link text that is literally the bugzilla bug number. ('just thinking out loud here...)
