Not necessarily better, but there is a way: koji --scratch ... and then either direct users to the corresponding koji pages to let them d/l them from there or the maintainer manually download them from koji-pages and stuff them into a personal web site. None of them are convenient to use and imply a considerable amount of work to users and maintainers.
