GnuTLS might fit, but the goal would be to use something like OpenVPN or an IPsec IKE daemon like racoon or whatever Openswan uses. Unless they can be compiled against GnuTLS its kinda moot... (There's tinc, but its naive encryption implementation doesn't thrill me.)
