I understand you know better, but there's no such a thing as upstream LTS.

LTS is specifically a downstream effort, it just happens that it makes
sense for everyone to align to the same version.

You are very welcomed to join the effort and help Jiri or others to
keep 11 alive for as long as there's an upstream version of it.
