Yes, I would say that as well. It's just a low level tool and can never
have all the integration with git that fedpkg has.

We might need to update package maintainer documents to be clear about this
though, so that people know that they should use 'fedpkg srpm' and not
'rpmbuild -bs'.

In Package Maintainer Docs, we have just a single instance of rpmbuild usage, at Using the Koji Build System — Scratch Builds [1]. Everything else is fedpkg based already. I made a pull request to get rid of that single outlier [2].

Did you have some other source of documentation in mind that would need more work?
