I'd like to second this. I felt relieved once I found out that I could build a tiny in-house C application for Windows (using DBUS via glib + a proprietary 32 bit black box DLL) purely on Linux.
meson can do all the cross-compilation, mingw glib provides .pc files and everything works beautifully just like you would compile a Linux executable. Since I got this working a year ago all of our release builds were done on Windows. I completely wiped Visual Studio and there was no bug report related to compilation or the build process since. :-)
