The main thing with the Bugzilla workflow is the ability to block the FE-LEGAL bug when a package needs a license or patent review. So any changed workflow would need: 1. A good way to notify the Fedora Legal Liaison that review is needed 2. A good way to indicate that the review can't be finalized until it has been given an explicit go-ahead on any legal questions I have a lot of thoughts about Bugzilla versus not-Bugzilla generally, but the two above are the ones important to this particular discussion.
