I seem to remember that there is a mock config option for this. But
looking at the current configs (e.g. fedora-rawhide-x86_64) I only see
an option to enable and install additional *modules*, not *packages*.
I'm pretty sure there's a way to add something to the packages that is
installed with the @buildsys group, but I can't find it right now. :(
