So, the virtual vs. real thing here is actually a bit unclear at
present. The criterion we're proposing dropping specifically talks
about real, physical optical media:

"Release-blocking live and dedicated installer images must boot when
written to optical media of an appropriate size"...

But, if you look at the Basic and Beta criteria, neither of those
actually talks about virtual media at all: they just talk about "USB
sticks" (which also implies real physical USB stick, to me at least,
and I wrote them :>).

The virtualization criterion doesn't get into the nitty gritty of
virtual media types, it just says "The release must install and boot
successfully as a virtual guest in a situation where the virtual host
is running the current stable Fedora release."

So if we somehow got a case where a release-blocking ISO booted as a
virtual USB stick but not as a virtual DVD, that would actually be a
fairly difficult case to call as a blocker, both as the criteria stand
right now and if this Change was accepted. Essentially it would be a
conditional violation of the virtualization criterion: it'd be broken
*if you configure your VM to use the image as a virtual optical disc*,
but not if you configure your VM to use the image as a virtual USB
stick. As a conditional violation it'd be a subjective decision by
whoever showed up to blocker review, and I wouldn't want to guess which
way that decision would go, to be honest. I'd probably vote +1, but I
dunno which way others would vote.

So, while we're considering this Change proposal, we might actually
also want to think about clarifying the virtual media requirements a
bit in the criteria at the same time...
