Are you volunteering to fix the blocker bugs?

If not it should be on those that handle boot and QA to decide.

Install from optical is not anymore release critical, that is evident.
The fact that "there are some machines that do not support USB booting"
self-explanatorily tells you it is a small minority of basically broken
hardware which should not block a whole release.
