I was going to add it something like this:

"The different locations in use by RPM can be configured. Traditionally,
they are set to ~/rpmbuild/* by default using the `rpmbuild-setuptree`
command. In Fedora, however, we prefer to use a folder for each rpm
package and modify the defaults to fit this workflow. To do so, we add a
add a configuration file ... with these contents .."

This nudges them towards the per-folder workflow which they'd run into
once they get to the fedpkg bits.  Do you think that would still be too
hard for beginners?
