It's a possibility... I'd rather call it .5 for halfway, though.

F30, F30.5, F31... ehh, it would be OK, but there should be real concrete gain if we do this. It gets us no closer to a 36 month lifetime.

Or, if we can combine this with having a gated Rawhide meant for day-to-day use (and using ostree for rollbacks), would that be adequate for the "on the edge" GNOME community?

No, even I wouldn't use it. I like having a stable desktop.
