python2 dummy packages for EPEL

As a local convention, I customarily _name_ packages which 
exist ONLY to satisfy a 'provide' :
	dummy-packagename

and add a provide inside.  So named, of course, so that they 
'jump out' as dummy placeholders

See, eg:
	ftp://ftp.owlriver.com/pub/mirror/ORC/dummy-xscreensaver/

where I needed to satisfy 'xscreensaver' for an in satll of 
several hundred diskless LTSP units, which were were burning 
up network needlessly
