But this goes back to mttdm's "rings" proposal IMO. Yes, provide these
packages somewhere, but not in the main repositories.

I can't see nothing wrong suggesting "dnf copr enable
pythondevel/pythons" to make tox work. And if you want to be fancy and
want to really start the ring proposal, the "copr" dnf plugin could be
forked into some "ring" plugin with some ring specific functionality
(whatever it is, e.g. "dnf ring enable pythondevel").
