I believe that at least on Windows apps, including browser apps, can request a specific version of Java runtime. Malware asks for versions that are vulnerable to whatever they're up to, of course. Therefore, yes, old runtime has to be deleted unless the user specifically requests it, presumably because some obsolete app depends on it ('write once, debug everywhere').
