No testing of spins is required on the part of QA. People who contribute
to QA may choose to test spins, if they like - but then, if they
consider that valuable work, presumbly they'd still consider it valuable
work if spins were outside of the main Fedora process, and want to
contribute to it there.

I don't think anyone is testing spins out of a sense of obligation
rather than because they *want* to.
