If you want to be truly independent of Fedora, you need to do your development elsewhere and only import finished and fully working upstream releases into Rawhide (which need to be testable by Alpha and 100% complete by Beta), as for any other upstream project in the critical path. As long as you (ab)use Rawhide to do upstream development and alpha-testing in, Fedora WILL dictate how you do development.
