While I think the project could benefit from having at least the top level responsibilities listed in the agreement, this would end up burdening maintainers with legal responsibilities. I don't honestly know what is the best way out. At the same time I don't want to be obliged to support something I don't want to. There are many more important things to deal with in the distribution than a stupid secure boot feature.
