A important oddness of the feature process is that it is not actually necessary for the feature to be in the distribution. So you send a nag mail, feature owners ignores it, you "drop" the feature and the functionality is still there. So unless the feature owner is actually convinced it is worth the effort, he or she can let the feature be "dropped" and continue just working on whatever they are. I don't know whether this can be fixed or is considered a problem but I think we should see if we can do it in a different way.
