This is...complicated, and will remain so until someone finally gets
around to making console input less sucky and less completely different
from graphical input.

At present, I think, it will sort of happen most of the time: the
problems are cases where there just is no equivalent console layout for
the X keyboard layout, and I believe when the layout is changed, before
the initramfs is rebuilt (because I think we're using the initramfs at
that point, and the console keyboard layout config is saved into the
initramfs each time it's built).
