Problem Description:
Before a suspend/resume cycle, with an idle desktop, powertop reports the
processor switching between C0 and C3 states, with respective residencies 3%
and 97%. After suspending and resuming, it doesn't use C3 as much but uses C2,
with residencies of around 55%, 43% and 2% for C0, C2 and C3, respectively.

This results in increased power consumption, and so an increased operating
temperature (~5C).

Steps to reproduce:
Suspend and resume.
