BTW for quite some time, this can just be "systemctl disable --now <service>".

If that's what required, then an update to systemd-resolved is in order,
since the generated resolv.conf says:

# through the symlink at /etc/resolv.conf. To manage man:resolv.conf(5) in a
# different way, replace this symlink by a static file or a different symlink.

Nothing about disabling/stopping/restarting any services.
