It is only good for tech-savy people who can upgrade outside of pre-set windows. Legacy extends this to tech-savy people who can upgrade at some point during the year. Someday the Fedora Documentation Project along with Fedora Legacy (if it survives) may extend this to non-tech-savy people who can upgrade within a year... Let's face it.
