Thanks for the info.

On reading through those I noticed the reference to .config/session. My .config/session had over 82 MBytes of files in there from years of use! After removing all of them and saving the manual session the next few logins have been fine. Not sure if there was an issue in .config/session or its just a random occurrence that it is working now as this KDE/Plasma session restore has been flaky for a while, but it has worked for the last few logins for me.
