I believe this is a known bug in KDE, and probably one of the most annoying ones! But from the comments in the bug tracker I got the feeling that there is currently nobody that is familiar enough with the code to fix this issue. Also, the code is quite involved, so nothing a newbie could get quickly on top of. Some of the bug reports are specific to certain configurations (such as having an external screen), but in my experience this fails in other configurations as well.
