Weird issues recovering KDE configuration from backup.

Hello all,

I moved a couple of my desktops into an oVirt cluster (KVM) with passthrough GPU (nVidia 1080/970/750), sound, etc.
In order to save time, I simply clean-installed Fedora 35 from scratch, dnf'ing the list of missing packages and recovering /home, etc from backup.
In 2 of the 3 machines, everything worked just fine.
In the 3'rd one I'm hitting two weird issues:
A. I can no longer right click on the desktop -> Console to launch konsole. The option is simply missing (No matter if the current activity is "desktop" or "folder").
B. No matter what OpenGL version I use for composition (2.0 / 3.1) and no matter what plasma theme I use, I cannot get a transparent plasma taskbar.

I can simply delete .config and recreate my plasma configuration from scratch, but I would rather find the solution for the problem, as opposed to using the brute force approach.
