Not really here, OTOH it would be nice to document/enumerate the constituents that can veto suggested changes alone or together with some others enumerated in case of (hopefully very rare) disagreements as well as document the process what happens if a change is vetoed. But there are probably too many unknown case by case variables involved to be able to do that, so "depends" (which roughly equals to leaving it out) is the best I can come up with at the moment.
