Those posts are deprecated for a long time. A more interesting link is

to the i686 build of CentOS 7 ( residing below

regular x86_64 tree )
One requirement here would be that epel use centos for (some or all)
buildroots instead of stock rhel. I'm not aware of any movement in that
direction (yet).

Now that is starting to make sense. I did notice that a lot of the
-devel.i686 packages I needed were in CentOS-Base. I do not have an RHEL
machine/license to see what the upstream vendor provides.
