With that initial Anaconda beta, the default was "USA PC101" layout keyboard, and below the table, there was a check line to allow us to to use the corresponding keyboard layout for that language. This is overkill, as we have a spoke for keyboard selection.
Re Keyboard selection, my approach is to select the one I require, and immediately delete the default (USA English). My cafr layout is a superset of the USA English, and my second system with the Latam keyboard is as well, a superset of the USA English.
If it is important to keep the default keyboard to complete the installation, then the keyboard select action should automatically place the selected keyboard at the top of the list. Since I have language specific characters used for the keyboard I expect to use them as part of the password.

Here's a slightly radical idea: what is it we're actually *gaining* by
trying to associate keyboard layouts with languages or locales or
anything else? If we're pretty sure we can get it right for most people
from the language selection screen - and I don't think we're doing too
bad a job of that - so most people won't need to visit the screen at
all, could we just present a big long list of all the layouts in
alphabetical order without any clever-clever language/locale
associations at all? It sure cuts the knot.
