Unchecked by default, it indicates the selected locale is used for the installer and installed OS. If checked, the next page displays the same cascading list of languages+territories, except all options appear only in the previously selected locale (as would be the entire installer UI). And the title of the page would clearly indicate the language+territory chosen here sets the locale for the installed OS only. I think this can be done with less verbiage than I'm suggesting. And it's a pretty cool feature. I don't know any other OS that enables a speaker of any supported locale to easily install the OS on behalf of a speaker of any other supported locale.
