If you distribute your app on Windows only it's not
necessary since Direct3D is distributed by Ms free
on charge... but on Ms operating systems only, of
course.
If you distribute your app on Linux, since Direct3D
is not part of this particular operating system,
if you want it to run you will need to distribute 
proprietary Transgaming code. That means a license.

Or ask your users to install and compile WineX
separately, as a download from Transgaming. I have
no relation to Transgaming, so it would be better
to take a look at their conditions.

Or don't use Direct3D : remember that the rest of
DirectX is included in plain old Wine.

Or wait till Transgaming get 20000 suscriptions, after
which they are supposed to release their Direct3D
code into Wine.
