Hi,

No bridge.

It's a Wimax connection. VoIP and Internet are from the same connection.

WIMAX CPE -----------------eth0.2219 (voip) -------- BOX ------ eth1-------------- LOW END HUB--------Local network
                                              eth0.2311 (int)

My kernel is 2.6.18 (etch basic kernel) and distro is Debian Etch

You aren't bridging in any way are you?
And are the voip provider and the internet provider the same?
Anyway: we want to know more about the config
(switches and such, bridges, whatever, they are all relevant :-)
