Can it be, that it des not work in "squirrelmail", du to the default charset of iso-8859-1? I think, it is realy time to switch entirely to utf-8 which is the most common charset used.
I beg to differ, 8859-1 and -15 are more commonly used. But this may be geographically related, utf-8 still has its quirks.
