In Linux (and Mac OS is BSD at bottom) I'd look at doing it at the file
system level.  We use Dovecot and Maildir's (one file per message, folders
are subdirectories).  I would inquire on the Mail Server (e.g., dovecot)
mailing list first.  I THINK(?) that Squirrelmail gets its folder
information from the mailserver.   We migrated from one server to another
using a different set of tools but we were also going from Mbox to Maildir
format so we did stuff you wouldn't need.
