Apache 1.3.34 + SquirrelMail 1.4.9a-2 setup should not have SELinux issues.
Version numbers are close to Debian Etch and Debian does not enable SELinux
by default. Redhat/Fedora and CentOS with SELinux use Apache 2.

If conf.pl does not display plugins, then user confused two SquirrelMail
installations or have unpacked plugins incorrectly.
