# mv plugin_name /path_to_plugins_directory/plugins/

should be:

# mv plugin_name /path_to_squirrelmail_directory/plugins/

You shouldn't have a "path_to_squirrelmail_directory/plugins/plugins/".

You still haven't checked file permissions. What user/group owns the files
and what permission bits are set (ls -lR)? What user is the web server
running as?

Unfortunately I don't know anything about SELinux, except that it might be
a problem if configured incorrectly. Do you get the same result with
SELinux shut off?
