It's now in the same folder as the SquirrelMail scripts:

I set upload_tmp_dir but it still doesn't work.

That was the first thing I checked, unfortunately there were no errors in 
the logs...

It's there:

It recognizes everything and says "Congratulations, your SquirrelMail 
setup looks fine to me!"
