If you use default OpenBSD apache setup, remember that server is chrooted. If you see /usr/lib/php/ in phpinfo(), it is /var/www/usr/lib/php/ on your server filesystem. Please note that you can also change PHP settings in apache configuration and maybe in .htaccess files.
