It's not relevant to Squid. Thats all. Squid is controlled either via command line or the cache manager web requests. Monitored via log processors, which usually create web page reports. All the GUI interfaces to Squid are locatio independant and may as well be viewed via the web from an external admin workstation/laptop.

Usernames can be anything your authentication system allows. "Basic" authentication scheme uses @ symbol for special purposes, so it can't use emails, but other auth types are not limited that way.

Can the delay_pools be used with email addresses?

Delay pools available in Squid-3 can be based on username. Whatever the authentication system allows.
