I did. I kind of remember seeing a report that IOS reported this odd
message when there was a mismatch in the return method. But I may be
wrong. Not that it helps the network layout L2 incompatibility.

I have another question. I moved squid to another box so my new
diagram looks like this:

 |------------- SQUID (192.168.100.200/24)
 |
3550 (ip wccp web-cache redirect in set on 192.168.25.254/24 vlan interface)
 |
 |
CLIENT (192.168.25.25/24)

Updated configs:

SQUID:
wccp2_router 192.168.25.254
wccp2_rebuild_wait off
wccp2_forwarding_method 2
wccp2_return_method 2
wccp2_assignment_method 2
wccp2_service standard 0

3550:
ip wccp web-cache
interface Vlan25
ip address 192.168.25.254 255.255.255.0
ip wccp web-cache redirect in

1) The 3550 shows this in 'sh ip wccp':
SRA#sh ip wccp
Global WCCP information:
   Router information:
       Router Identifier: 192.168.254.254
       Protocol Version: 2.0

   Service Identifier: web-cache
       Number of Cache Engines: 0

Why is the router identifier 192.168.254.254?

Here is some (hopefully) useful debug information on the 3550:
