I have a similar issue, some packages require a certain linux kernel or kernel modules to be installed using the rpm mechism. I never do that though because I always build my own kernel. For this issue I have an almost-completely empty directory and dummy spec file, that builds into an rpm with no files, only "provides". It where absolutely better if a package could be dependent upon a certain kernel (or minimum kernel version) without depending on a package being installed.
