Testing this on kernel-2.4.22-1.2115.nptl.i686.rpm and 2149 renders a g(/b)zipped tar of deltas that is even slightly bigger (+ < 50K) than the cpio.delta. By the way, this deltaing works very nicely on kernel.src.rpm (deltas totaling < 320K on 32M (< 1% !), probably due to identical kernel.tar.gz, so I guess this will be true for any src.rpms with identical tarballs) and kernel-source.rpm (< 900K on 40M).
