I have RedHat 9 here, which does not autodect them and I wonder if they are broken or if I must configure them by hand - and if yes, how?
You could check with lsmod if the network device modules are loaded (tulip or de4x5 for the decchip card or 3c59x for the 3com) or use the ifconfig command to see if the cards are configured?

It is also quiet difficult if you have more than one 3Com Card in the machine - the different drivers "grab" them in an not so easy predictable way. See the 3Com Doku fo detail.
