By typing part of a previously used command, and then pressing the up or down arrows, scrolling is limited to only those command which match the letters that have been typed. (The history can also be configured to eliminate storing duplicates of commands that are re-executed.)

The main thing you seem to want it ctrl-r -- search backwards through the history. With an admitedly cursory reading of that link, I think that bash has far better command-line editing. Look at at the bash man page ("man bash") and read the section that starts READLINE -- that'll get you going.
