It sounds like the machine is configured correctly: that's the message
you get when DHCP fails.

All you can do is check the wiring between the computer and the NTL
hardware; after that it's up to NTL.  It sounds like the cable modem
isn't ready, or the STB isn't activated for broadband (NTL have these
two types of cable mechanisms).
