Make sure that you have turned off vsftpd in /etc/xinetd.d/vsftpd. When I setup vsftpd it was being called from xinetd (ie tcp wrapper enabled). That was broken. I had to disable it there and then turn on listen=yes to switch it to a standalone daemon. You can't do it both ways.
