Same as above. It is not clear what your current configuration is. For services _not_ controlled by xinetd, "chkconfig" is not enough. You would need to start/stop these services separately, e.g. "service vsftpd start", "service vsftpd status", "service vsftpd stop". You don't need the /sbin prefix either unless you are not logged in as root properly. Try to start with a known good configuration, i.e. install the vsftpd erratum from Red Hat and keep the default configuration file for your first attempts.
